Balance FMS is dedicated to fostering balance and empowerment for individuals with developmental disabilities. Through advocacy and self-direction, we create an inclusive environment where participants can make informed choices and lead a fulfilling life.

Balance FMS is a boutique agency founded and lead by a licensed therapist with over 15 years of experience working with California's developmentally disabled population and families.

What We Do

       Balance FMS will:

  • Manage participant budget and pay for services from the approved spending plan
  • Provide monthly budget statements to the participant and at the regional center
  • Assist with hiring employees, verify provider qualifications and get criminal background checks if needed
  • Pay employees
  • Help participant comply with employment laws and tax requirements 

3 Balance FMS Service Models Available

FMS as Bill Payer (Fiscal Agent Model):

Opting for this FMS model allows participants to facilitate purchases from businesses. The FMS bill payer manages payments for goods and services outlined in the IPP, issuing checks without establishing an employer/employee relationship with the participant or service provider. The business retains its employee/employer status, upholding compliance with employment laws, taxes, and insurance requirements.


Participant and FMS as Co-Employer:

For those seeking shared employer responsibilities, this model is ideal. While the FMS serves as the official employer, participants retain the authority to hire and terminate employees, with input from the FMS provider. The FMS provider assumes primary employer liabilities and insurance responsibilities, handling payroll processing and verifying provider qualifications.


Participant as Sole Employer (Fiscal/Employer Agent Model):

Participants who prefer direct employment control may choose this model. The FMS, in this role, aids the participant in adhering to employment laws, verifies provider qualifications, and processes payroll. Participants are responsible for securing necessary employment insurances, such as worker's compensation.
